Semele is a character from Greek mythology, the daugher of Cadmus and Harmonia and mother of Dionysus. There was an opera of that name by John Eccles, libretto by Congreve, dated either 1705 or 1710. (Also an opera or oratorio by Handel in 1743,) All E natural and B naturals are shown as sharp in MS - see general note re accidentals. = is as shown in MS 2 - quaver E appears to have a dot after it, quaver f a comma, but see bars 1, 5 7 and 14.
